Terms of service.
The agreement between your department and Small Input LLC, the company that runs FirePreplans.
Last updated October 24, 2026.
1. Who agrees to what
- FirePreplans is run by Small Input LLC, a Pennsylvania company, 2942 River Road, New Hope, PA 18938 ("we" and "us").
- These terms are between us and the fire department or fire company that signs up ("you" and "your department"). The Privacy page and your invoices are part of this agreement.
- The person who signs up confirms that they are allowed to agree to these terms for the department.
2. What you get
- A draft pre-plan card for each building in your first due, built from public records and your setup answers, with automated checks on every card.
- While you pay: the monthly recheck of the lists your cards come from, card updates, the monthly note to your chief, owner codes and exports (the PDF book, a spreadsheet and the map files).
- We work to keep the cards current and correct. We do not promise any result.
3. What your department does
- Answer the setup questions, and keep them current when your rigs, run cards or water supply change.
- Have your officers check the cards the checks flag, and sign off before you rely on them.
- Keep the list of people who can sign in current.
- Tell us when you find a card that is wrong.
- Use the cards only for fire service work: planning, training, response and prevention.
4. The cards are planning aids
- Every card starts as a draft estimated from public records. Public records are often incomplete, wrong or out of date, and buildings change.
- A card is a planning aid, not an order. It does not replace size-up, your SOGs, your officers' judgment or the incident commander's decisions. On a call, what your crews find on scene comes first.
- Your officers decide when a card is ready to use, and your department decides how to use it.
- Owner answers come from the owner. We do not check them. Your department checks them before they go on a card.
- FirePreplans is not a dispatch, alerting or 911 system. It can be slow or not available, for example when the internet or one of our providers is down. Keep the export or printed copies where you need cards without a connection.
5. Who owns what
- Your department owns what it creates: its setup answers, the files it uploads, its crew's checks and notes, the owner answers sent to it, and the cards and exports we make for it. You may use, copy, change and share your cards and exports for any fire service purpose, while you are with us and after you stop.
- You give us permission to use what you create to run FirePreplans for you, and as the Privacy page says, including combined numbers with no department named.
- We own FirePreplans itself: the software, the card design, our methods, checks and math, and our collection of public data. You may use them through FirePreplans; these terms give you no other rights to them.
- Public records stay public. Some publishers set their own terms, and we credit them on the Data credits page.
- If you send us ideas or suggestions, we may use them freely.
6. Price and payment
- Year one is a setup fee. It builds your cards and covers the first year of monthly checks. Your price is on your department's page and on your invoice.
- Pay the setup fee in full, or in 12 monthly payments for the same total. On monthly payments, the payments left are still owed if you stop early, and the full export comes with the last payment.
- Each year after is the subscription, billed once a year at the start of the year. It renews each year until you stop.
- Owner card mailing is optional and separate from the setup fee and the subscription: $1 a card, printing and postage included, billed when the cards mail.
- Invoices come from Small Input LLC and are due within 30 days. Pay by bank transfer or check. Make checks payable to Small Input LLC.
- If an invoice is more than 30 days late, we may pause card updates after we tell you and give you 10 business days to pay. Your cards stay viewable while updates are paused. Late amounts may carry interest of 1.5% a month, or the most the law allows if that is lower.
- Fees are not refundable, except where these terms or the law say otherwise.
- You pay any taxes on our fees, other than taxes on our income. If your department is tax exempt, send us the certificate.
- We may change the subscription price for a coming year, and we tell you at least 60 days before. A setup fee you were invoiced does not change.
7. Offers and codes
- Founding company: the first department in a county to sign up, once we confirm it, pays no setup fee, and its subscription starts in year two.
- Referral: a department referred by another pays half the setup fee. The department that referred it gets a year of subscription free once the new department pays.
- Codes: a code gives what it says, only to the department it names, and only until its end date if it has one. A code cannot be sold or passed on.
- Offers never add together. A code takes the place of the founding spot and the referral. Without a code, a department gets the one offer that saves it the most.
- We confirm every offer before it counts. We may withdraw an offer that was given in error or to a department that does not qualify.
- Apart from the price, these terms apply the same way to a department that pays nothing.
8. Accounts and access
- Your chief adds and removes the people who can sign in. Sign-in codes go by email, so keep those email accounts secure.
- Your department is responsible for what the people it adds do in FirePreplans.
- Tell us right away if you think someone is using your access who should not.
9. Rules for using FirePreplans
- Do not use the cards or owner answers for anything but fire service work, for example sales, marketing or collections.
- Do not share sign-ins, resell FirePreplans, or copy or scrape the site or its data to build another product.
- Do not try to get around its security, and do not upload files you have no right to share or that carry malware.
- We may suspend access that breaks these rules. We tell your chief when we do.
10. Sharing
- You choose who outside your department gets your cards, like your 911 center or your mutual aid neighbors.
- Once you share a card or an export outside FirePreplans, your department is responsible for that copy.
11. If you stop, or we do
- You can stop at any time. Tell us, and the subscription ends at the end of the year you paid for. There is no refund for the rest of a paid year.
- When you stop, you get a full export on your last day. Your cards stay online, read only, for 90 days. We keep your setup for a year in case you come back, then delete it as the Privacy page says.
- We may end FirePreplans, or your department's account, with 60 days' notice. We then refund the unused part of a prepaid subscription, and you get your export.
- We may end your account sooner if your department seriously breaks these terms and does not fix it within 30 days after we tell you, or if a payment is more than 60 days late.
12. No warranty
FirePreplans, the cards, the checks and every export are provided as is and as available. To the fullest extent the law allows, we make no promise or warranty of any kind, stated or implied, including that they are accurate, complete, current, fit for a particular purpose or always available.
13. What we are not responsible for
To the fullest extent the law allows:
- We are not responsible for injury, death, property damage, fire loss or any other loss that comes from a fire, an emergency or a response to one, or from using, relying on, or not being able to use FirePreplans or a card.
- We are not responsible for lost profits, lost data, or indirect, special, incidental, consequential or punitive damages, even if we were told they could happen.
- Our total responsibility for all claims about FirePreplans is limited to the fees your department paid us in the 12 months before the claim, or $100 if it paid nothing.
These limits apply under any legal theory, and they are part of the price.
14. Claims by others
To the extent the law allows, your department will defend us against claims brought by anyone else, like an owner, a member, a neighbor or an insurer, that come from your department's operations or emergency response, its use of the cards, or content your department or your owners sent us. Your department also pays the costs and any amounts we must pay on those claims. This does not cover a claim caused by our willful misconduct.
15. Changes to these terms
If we change these terms, we email your chief at least 30 days before the change takes effect. If your department does not accept a change, it can stop before then, and we refund the unused part of a prepaid subscription. Using FirePreplans after the change takes effect means your department accepts it.
16. Law and disputes
- Pennsylvania law governs these terms.
- If there is a dispute, we both first try to settle it by talking, for at least 30 days.
- Any case goes to the state courts in Bucks County, Pennsylvania, or the federal court for the Eastern District of Pennsylvania.
17. The rest
- These terms, the Privacy page and your invoices are the whole agreement. They come before any purchase order, board resolution or other terms, even if those are signed later.
- If one part of these terms cannot be enforced, the rest still applies.
- We may pass this agreement to a company that takes over FirePreplans. Your department needs our written OK to pass it on.
- Neither of us is responsible for delays caused by events outside reasonable control, but payments that are due stay due.
- Notices go by email: to your chief's email for you, and to the email on our invoices for us. Checks and mailed notices go to Small Input LLC, attn: Jared Spencer, 2942 River Road, New Hope, PA 18938.
- Questions: send a note from the button on any page, or reply to any invoice.
